Whenever I see this kanji the first thing that pops into my head is Tokyo. Just seems to have been the place I saw it in context the most. So I went looking through the EDICT to see other words and come to find out after a completely non scientific statistical study, I see it is used the most for referring to 京都 (きょうと) or Kyoto. Now on to some reading about Kyoto.
